Based on the recommendation of an Expert Committee, the Ministry of HRD (now renamed as Ministry of Education) has formed e-ShodhSindhu merging three consortia initiatives, namely UGC-INFONET Digital Library Consortium, NLIST and INDEST-AICTE Consortium.The e-ShodhSindhu will continue to provide current as well as archival access to more than 10,000 core and peer-reviewed journals and a number of bibliographic, citation and factual databases in different disciplines from a large number of publishers and aggregators to its member institutions including centrally-funded technical institutions, universities and colleges that are covered under 12(B) and 2(f) Sections of the UGC Act.

The main objective of the e-Shodh Sindhu: Consortia for Higher Education E-Resources is to provide access to qualitative electronic resources including full-text, bibliographic and factual databases to academic institutions at a lower rates of subscription. The major aims and objectives of the e-Shodh Sindhu are as follows:

  • Setting-up e-Shodh Sindhu: Consortia for Higher Education E-Resources by augmenting and strengthening activities and services offered by three MHRD-funded Consortia;
  • Develop a formidable collection of e-journals, e-journal archives and e-books on perpetual access basis;
  • Monitor and promote usage of e-resources in member universities, colleges and technical institutions in India through awareness and training programmes;
  • Provide access to subscription-based scholarly information (e-books and e-journals) to all educational institutions;
  • Provide access to scholarly content available in open access through subject portals and subject gateways;
  • Bridge digital divide and move towards an information-rich society;
  • Provide access to selected e-resources to additional institutions including open universities and MHRD-funded institutions that are not covered under existing consortia;
  • Take-up additional activities and services that require collaborative platform and are not being performed by existing Consortia; and
  • Moving towards developing a National Electronic Library with electronic journals and electronic books as its major building blocks.

One Nation One Subscription (ONOS)

The Government of India has announced the "One Nation One Subscription" initiative, a groundbreaking step toward democratizing access to knowledge and research resources. Its aim is to provide access to scholarly research content to HEIs in the country. ONOS intends to acquire national licenses for e-journal/database subscriptions from most of the prominent STEM and social sciences publishers and content providers by combining multiple institutional and consortia-based subscriptions. Concessions on Article Processing Charges (APCs) for open access publications is also envisioned as part of ONOS. With "One Nation One Subscription" India takes a significant leap toward achieving its vision of inclusive education and research, ensuring that every individual has the tools to learn, innovate, and excel. This initiative aligns with the NEP and underscores the commitment to creating an empowered and informed society. Implementation of ONOS, which is expected to benefit all academic and R & D institutions including universities, colleges, research organisations in the country, will be done in a phased manner.

Background

Currently, access to subscription journals is acquired through library consortia of government departments, academic and R&D institutions; and through individual subscriptions by various institutions. Government, academic and R&D institutions are subscribing to approx. 8000 e-journals from various publishers. Also there are resources that are subscribed by multiple consortia and institutions. ONOS facilitates centralised access to scholarly content of 30 publishers thus eliminating duplication in subscriptions.

Executing Agency

INFLIBNET Centre, Gandhinagar, an Autonomous IUC (Inter-University Centre) of UGC has been designated as the implementation and executing agency for ONOS by the Core Committee to oversee implementation of ONOS. INFLIBNET Centre is currently the executing agency for the largest library consortium in the country i.e. e-Shodh Sindhu (ESS) which is under the Ministry of Education.

Beneficiary Institutions

It is envisaged to expand access to e-resources to all 6500+ government academic and R&D institutions which is nearly three times of current beneficiaries across 10 consortia in the country. The number of beneficiary users will be increased from 56.7 Lakh to 177.82 Lakh from 2360 institutions to 6500+ institutions respectively.

No. of Publishers & Journals

30 publishers of full-text journals, which are subscribed by at least one of the 10 library consortia or self-subscribed by the current beneficiary institutes have been selected. It is envisaged to acquire licenses from journal publishers for the full collection of journals published by them. Hence the no. of journals is expected to increase to about 13,000 journals.

Access to Journals

INFLIBNET has been tasked with the implementation of ONOS. Access to the journals will be made available through the campus IP address of the institute or outside campus through INFED Access Federation set up at INFLIBNET. The resources can be accessed through any device including mobiles.

 Objective and Functions

The primary objectives of INFLIBNET as envisaged in Memorandum of Association are:

  • To promote and establish communication facilities to improve capability in information transfer and access, that provide support to scholarship, learning, research and academic pursuit through cooperation and involvement of agencies concerned.
  • To establish INFLIBNET: Information and Library Network a computer communication network for linking libraries and information centres in universities, deemed to be universities, colleges, UGC information centres, institutions of national importance and R & D institutions, etc. avoiding duplication of efforts.
    1. to promote and implement computerization of operations and services in the libraries and information centres of the country, following a uniform standard;
    2. to evolve standards and uniform guidelines in techniques, methods, procedures, computer hardware and software, services and promote their adoption in actual practice by all libraries, in order to facilitate pooling, sharing and exchange of information towards optimal use of resources and facilities:
    3. to evolve a national network interconnecting various libraries and information centres in the country and to improve capability in information handling and service;
    4. to provide reliable access to document collection of libraries by creating on-line union catalogue of serials, theses/ dissertations, books, monographs and non-book materials (manuscripts, audio-visuals, computer data, multimedia, etc.) in various libraries in India:
    5. to provide access to bibliographic information sources with citations, abstracts, etc. through indigenously created databases of the Sectoral Information Centres of NISSAT, UGC Information Centres, City Networks and such others and by establishing gateways for on-line accessing of national and international databases held by national and international information networks and centres respectively;
    6. to develop new methods and techniques for archival of valuable information available as manuscripts and information documents in difference Indian languages, in the form of digital images using high density storage media;
    7. to optimize information resource utilization through shared cataloguing, inter-library loan service, catalogue production, collection development and thus avoiding duplication in acquisition to the extent possible;
    8. to enable the users dispersed all over the country, irrespective of location and distance, to have access to information regarding serials, theses/dissertation, books, monographic and non-book materials by locating the sources wherefrom available and to obtain it through the facilities of INFLIBNET and union catalogue of documents;
    9. to create databases of projects, institutions, specialists, etc. for providing on-line information service;
    10. to encourage co-operation among libraries, documentation centres and information centres in the country, so that the resources can be poled for the benefit of helping the weaker resource centres by stronger ones; and
    11. to train and develop human resources in the field of computerized library operations and networking to establish, manage and sustain INFLIBNET.
  • To facilitate academic communication amongst scientist, engineers, social scientists, academics, faculties, researchers and students through electronic mail, file transfer, computer/audio/video conferencing, etc
  • To undertake system design and studies in the field of communications, computer networking, information handling and data management;
  • To establish appropriate control and monitoring system for the communication network and organize maintenance;
  • To collaborate with institutions, libraries, information centres and other organizations in India and abroad in the field relevant to the objectives of the Centre;
  • To promote R&D and develop necessary facilities and create technical positions for realizing the objectives of the Centre;
  • To generate revenue by providing consultancies and information services; and
  • To do all other such things as may be necessary, incidental or conducive to the attainment of all or any of the above objectives.

Guidelines on Payment of Article Publishing Charges

1. Background

1.1. 

The One Nation One Subscription (ONOS), a central sector scheme of Government of India, with the Department of Higher Education (DHE) as the nodal department, was approved in November 2024 and has been launched from 1st January 2025. The ONOS portal provides access to scholarly research articles from journals published by the 30 publishers included in the ONOS. The access is available to all students, faculty and researchers of central government and state government Higher Education Institutions (HEIs) and Research & Development (R&D) organisations of

The central government.

1.2.

Prior to ONOS, there were 10 different library consortia who had their own subscription models. In addition, many government HEIs used to have their own subscription for some of these journals. After ONOS, all these have been merged into a single ONOS consortia. All the participating Ministries in the Government of India has pooled their resources for funding the ONOS and the remaining fund is being provided by the Ministry of Finance, Government of India. The ONOS portal has been developed and maintained by the Inflibnet, an Inter-University-Centre of the University Grants Commission (UGC)



The ONOS scheme not only provides access to journal articles but also supports the payment of Article Publishing Charges (APC) for selected high-quality open access journals, with central funding managed by the executing agency. Starting in 2025, these guidelines aim to streamline APC payments for eligible authors—regular faculty, students, researchers, and principal investigators—who are the first or corresponding authors and have made significant intellectual contributions to the article. Only research articles accepted in the top 1% of fully open access journals, as determined by SCOPUS indicators, qualify for APC support. Authors must apply through the ONOS portal, ensuring authenticity and providing required declarations to prevent duplicate claims. Payments are processed directly to publishers through the PFMS system, with TDS and other applicable taxes deducted at source. The program follows a first-come, first-served policy and prioritizes inclusivity by potentially capping the number of articles funded per author or institution, ensuring broad access to the benefits of the scheme.

1.3. While providing access to the journal articles have been the major component of the ONOS, the Article Publishing Charges / Article Processing Charges (APC) is also an approved component of the ONOS scheme. It was approved that negotiated APCs for selected good quality open access journals will be centrally funded through the executing agency for ONOS. The list of such journals shall be decided by groups of subject experts.
1.4. This document is prepared after detailed deliberation at the Core Committee of the ONOS. The guidelines will be followed starting from the year 2025 to see its usefulness in addressing the APC payment related issues. Further modifications, under the guidance of the Core Committee, shall be undertaken as and when necessary.
 

2. Guidelines for payment of APC:


2.1. Eligible authors: Regular faculty, students, researchers, Principal Investigators of the Higher Education Institutions and R&D Institutions with active registration in ONOS are eligible to apply. The corresponding institution nodal officer of ONOS will have to authenticate that the applicant is a Bonafide regular employee/ student of the Institution. In particular, all of the following conditions are to be fulfilled:

 
2.1.1. The applicant must be the first author or corresponding author of the article for which APC payment request is being applied for.

 
2.1.2. The applicant should submit documentary evidence regarding acceptance of
publication while submitting the application regarding payment of APC charges.

 
2.1.3. The application should be sent with proper authentication from the Head of the Institution that the applicant is a Bonafide regular employee/ student of the HEI/R&D Institution.

 
2.1.4. The applicant should have made significant intellectual contribution to the article. A combined declaration from all authors in this regard needs to be uploaded as per specified format (enclosed with this guideline) while applying for payment of APC charges by ONOS.

 
2.1.5. The applicant must ensure that multiple claims are not submitted for the same article.

 
2.2. Eligible Journals: Fully open access journals which are in top 1% as per any of the 3 indicators: CiteScore, SNIP or SJR published by SCOPUS are eligible for payment of APC from ONOS. In other words, list of top 1% journal for each of the 27 main subject areas given in SCOPUS will be first prepared and then the fully open access journals appearing in this top 1% journal list will be eligible. The Open Access journals can be either from the 30 publishers providing access to their published journals in ONOS or other publishers.


2.2.1. The list of journals which shall be eligible for the payment of APC charges will be prepared every year by Inflibnet in consultation with the Department of Higher Education (DHE) and made available on the ONOS website.


2.2.2. If a journal appears in the list in one year (say in the year 2025) but gets excluded from the list next year (say year 2026), articles accepted for publication in the year 2025 will remain eligible for payment of APC, even if the actual payment happens in 2026.


2.3. Eligible Articles: Only research articles accepted for publication/ published in eligible journals are eligible to apply for APC payment.


2.4. Mode of Payment: Once an article is accepted for publication, the author will apply on the specified section of the ONOS portal giving details as per requirement. Once the application is accepted for payment, the same will be intimated to the author and the publisher (using the address of communication provided by the author). Actual payment to the publisher’s bank account will be made directly using the PFMS mechanism. TDS and other taxes will be deducted at source as per Government of India rules/ directives in this regard.
 

2.5. The workflow for APC will be as follows for Authors:
2.5.1. Registration on the ONOS APC page using Institutional email id of the author through OTP
2.5.2. Select from the drop-down of predefined list of journals and submit details of accepted article with date of submission, communication of acceptance etc.
2.5.3. Verification of the Author by ONOS/corresponding Institute for their institutional affiliation with any ONOS Eligible Institution
2.5.4. Declaration of the applicant along with joint declaration by all authors that no claim from any other source (government or private, Indian or outside) for payment of APC charge has been made or will be made for this article. If any such payment is received for the same, the author shall be liable for refund of the APC charge received from ONOS, in addition to other administrative/ legal actions, as deemed fit.
2.5.5. Submission of details for payment or invoice for payment through central account directly to the account of the journal.
2.5.6. Acceptance by ONOS based on fund availability or rejection of the request with intimation to author
2.5.7. Payment by INFLIBNET Centre
2.5.8. Intimation to Author with details of payments made
2.5.9. Confirmation from Author about publication of the article. An author can apply for APC payment only after confirmation of publication of article (s) for which ONOS has previously paid.


3. Additional Guidelines for Acceptance

 
3.1. APC payment will be made on a first-come, first-served basis, considering all subject groups and all journals eligible for payment as a single group. No separate allocation with respect to any subject group/ journal type will be done.
3.2. Payment will be made only for APC fees applicable for publishing in fully Open Access mode.
3.3. APC fees will be available only for the articles where first author/ corresponding author is a regular employee or student of the ONOS member institute. Moreover, the applicant should have made a significant intellectual contribution to the article. A combined declaration from all authors in this regard needs to be made while applying for payment of APC charges by ONOS.
3.4. If funding is available from the funding agency or from Government grants for
payment of Open Access Fees, the article will not be eligible for APC charges from ONOS. The authors will have to give a declaration to this effect. If the declaration is found to be false at any future time, necessary administrative and legal proceedings will be initiated against the person giving the declaration.
3.5. To ensure that the benefits of APC charge payment from ONOS reach more HEIs and researchers, the ONOS Committee reserves the right to put a ceiling on the maximum number of articles from a single author/ Institution which shall be provided APC

    The 2030 Agenda for Sustainable Development, adopted by all United Nations Member States in 2015, provides a shared blueprint for peace and prosperity for people and the planet, now and into the future. At its heart are the 17 Sustainable Development Goals (SDGs), which are an urgent call for action by all countries - developed and developing - in a global partnership. They recognize that ending poverty and other deprivations must go hand-in-hand with strategies that improve health and education, reduce inequality, and spur economic growth – all while tackling climate change and working to preserve our oceans and forests.

    Today, the Division for Sustainable Development Goals (DSDG) in the United Nations Department of Economic and Social Affairs (UNDESA) provides substantive support and capacity-building for the SDGs and their related thematic issues, including waterenergyclimateoceansurbanizationtransportscience and technology, the Global Sustainable Development Report (GSDR)partnerships and Small Island Developing States. DSDG plays a key role in the evaluation of UN systemwide implementation of the 2030 Agenda and on advocacy and outreach activities relating to the SDGs.     Implementation Progress
